Here are some instructions to do that flash effect you like. "There isn't a stock camera flash plug-in per say but you should be able to create the effect fairly easily. Click on the Effects tab in the Browser then go to: Video Generators>Matte>Color Solid. Double-click the effect to load it into the viewer. Click on the Controls tab in the Viewer and change the colour from the default blue to white. Set your in and out point points to about 30 frames (or one second of video) then create a new video track in your timeline. Drag your color solid into the track above where you want the flash to occur in your original clip. You can adjust the opacity of the flash so that some of the picture in the track below will show through, just like a real camera flash. Keep in mind that a real camera flash rarely lasts more than one frame of video. Now you can reduce the time the flash occurs by editing its length.
